EMERGENCY ORDINANCE

NO. 12,081

The following Ordinance was introduced by Dawson who moved for its adoption and was seconded by Ezernack:

AN ORDINANCE DECLARING THE REPAIR OF INFLUENT PUMP #4 AT THE WATER POLLUTION CONTROL CENTER (WPCC) AN EMERGENCY AND NECESSITATING IMMEDIATE REPAIR AND/OR REPLACEMENT AND FURTHER PROVIDING WITH RESPECT THERETO.

WHEREAS, the influent pump experienced a severe mechanical/bearing failure on September 23, 2021 and is now inoperable;

WHEREAS, influent pumps are responsible for pumping wastewater from the influent pump station to the headworks and are essential in order to have wastewater flow to the rest of the treatment process;

WHEREAS, failure to get this pump repaired immediately will diminish treatment capacity and could potentially cause the sewer collection system to backup within the City, which would also result in non-compliance with the WPCC’s discharge permit;

WHEREAS, the cost is not known at this time, but it is estimated to be approximately $60,000; and

WHEREAS, funds for this repair will come from the WPCC’s Repairs and Maintenance account which has a balance of $859,624.33.

NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the failure of Influent Pump #4 located at the Water Pollution Control Center (WPCC), be and is hereby declared an emergency and in need of immediate repair and/or replacement.

This Ordinance having been submitted in writing and was then submitted to a vote as a whole, the vote thereon being as follows:

AYES: Ezernack, Woods, Marshall & Dawson

NAYS: None.

ABSENT: Harvey

And the Ordinance was declared ADOPTED on the  28th day of September 2021.
