EMERGENCY ORDINANCE

 

 

STATE OF LOUISIANA

 

CITY OF MONROE                                                                        NO.  11,997                

 

            The following Ordinance was introduced by Mr.  Harvey                       who moved for its adoption and was seconded by Mrs.  Ezernack                     :

 

AN ORDINANCE DECLARING THE REPAIR OF THE CHANNEL ON THE CENTER COLUMN OF PRIMARY CLARIFIER #2 AT THE WPCC AN EMERGENCY NECESSITATING IMMEDIATE REPAIR AND FURTHER PROVIDING WITH RESPECT THERETO.

 

            WHEREAS, Primary Clarifier #2 at the WPCC recently became inoperable due to mechanical failure and immediate repair occurred following approval by the City Council; and

 

            WHEREAS, during the repair of Primary Clarifier #2, it was discovered that the channel on the center column of the clarifier was heavily corroded and all the initial repairs to Primary Clarifier #2 are supported by this corroded channel;

 

WHEREAS, it is necessary to immediately repair the channel on the center column of Primary Clarifier #2 to avoid sanitary sewer overflows and possible damage to downstream processes; and

            

            WHEREAS, the repairs are estimated to be $37,464.00 and funds are available through the WPCC’s Repairs and Maintenance account which has a balance of $999,352.78.

 

            NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that repair of the channel on the center column of Primary Clarifier #2 is hereby declared an emergency.

 

            BE IT FURTHER ORDAINED that such a repair of the channel on the center column of Primary Clarifier #2 is necessary to the WPCC and is hereby authorized and approved and the Mayor of the City of Monroe is authorized to enter into such contracts as may be necessary to complete the project.

 

            This Ordinance having been submitted in writing and was then submitted to a vote as a whole, the vote thereon being as follows:

 

            AYES:            Harvey, Ezernack, Woods, Wilson & Clark – on conf. call

 

            NAYS:            None.

 

            ABSENT:       None.

 

            And the Ordinance was declared ADOPTED on the  9th    day of  June , 2020.
