The following Ordinance was offered by Mr. Echols who moved for its adoption and was seconded by Mr. Wilson :
AN ORDINANCE ADOPTING AND AMENDING THE ZONING MAP FOR THE CITY OF MONROE, LOUISIANA

WHEREAS, the City Council of the City of Monroe has held its Public Hearing with respect to the following proposed Zoning Map Amendment, to-wit:
An amendment to the Zoning Map to rezone a ±3.0-acre tract of land, from the B-1, Neighborhood Mixed Use District and R-4, High Density Residential District to B-3, General Business/Commercial located in Ouachita Parish and more particularly described as follows:
Lots 2, 4, 6, 14, Square 1 of Filhiols 2nd Addition or Guinea Addition; Lots 8,10,11,12,13,15 Square 1 of the Guinea Addition; Lot in Lots 16 and 18 Filhiols 2nd Addition beginning at the northwest corner Lot 16, east on south side Adams Street 38’, south 54’, east 57’ to west line 14th Street, south along west line 14th Street 82’, west 95’, north 136’ to beginning, Square 1, Filhiols 2nd Addition; All that part of lot 54, Fihiols 2nd Addition lying south of Old DeSiard Road and Lots 65, Lots 57, 59, 61, 62,and 63 of Guinea Addition. The lots are located in the 700 block of Adams Street and the 1300 block of DeSiard Street.
APPLICANT: The Renewal Center of Northeast Louisiana, Inc (MA 104-19)
WHEREAS, the City Council has further considered the report of the Monroe Planning Commission recommending approval, on a 3-0-1 vote. The property in question is presently zoned B-1, Neighborhood Mixed-Use District and R-4, High Density Residential District. This zoning classification does not allow for a homeless shelter, therefore the applicant is requesting that the property be rezoned to B-3, General Business/Commercial District in order to develop the property as a homeless shelter.
NOW, THEREFORE:
BE IT ORDAINED by the City Council of the City of Monroe, Louisiana in legal session convened that the Zoning Map of the City of Monroe be amended to zone a ±3.0 acre tract of land, previously described and the boundaries thereof which map is described in Section 37-34 of the City of Monroe Comprehensive Zoning Ordinance and which map shown the Zoning Districts and Boundaries thereof, be and the same are hereby amended to B-3, General Business/Commercial District , as shown on the map which is attached hereto and made a part thereof and which is adopted as the new Zoning Map of the City of Monroe.
This ordinance was INTRODUCED on the 9th day of April 2019.
NOTICE PUBLISHED on the 12th, 15th & 17th day of April , 2019.
This Ordinance having been submitted in writing, introduced and published was then submitted to a final vote as a whole, the vote thereon being as follows:
AYES: Echols, Ezernack, Woods, Wilson & Clark
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on the 23rd day of April , 2019.
