EMERGENCY ORDINANCE

CITY OF MONROE NO. 12,122
The following Ordinance was introduced by Harvey who moved for its adoption and was seconded by Dawson :
AN ORDINANCE DECLARING THE CONDITION OF A FORTY-TWO INCH GRAVITY LINE ALONG US 165 SOUTH FROM THE HADLEY STREET LIFT STATION AS AN EMERGENCY NECESSITATING IMMEDIATE REPAIR AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the City of Monroe has recently observed failures of the forty-two-inch gravity line that runs along US 165 from the Hadley Street Lift Station;
WHEREAS, the deterioration of the pipe caused approximately four blowouts and unsafe cave-ins along the line that need immediate repair; and
WHEREAS, this is an emergency because the forty-two inch gravity line serves all of East Monroe to Millhaven Road and must be immediately repaired to prevent sewer overflows.
NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that immediate repairs to the forty-two inch gravity line along US 165 from the Hadley Street Lift Station, including the City’s acquisition of materials, is declared an emergency posing a danger to the health, safety, and welfare of the public and as such, immediate repairs and replacement are needed and are hereby further declared as an emergency.
BE IT FURTHER ORDAINED that such emergency repairs are necessary to repair the condition of the forty-two inch gravity line along US 165 from the Hadley Street Lift Station, and Stacey Rowell, Director of Administration, is authorized to enter into such contracts as may be necessary to complete the project and abate the emergency conditions.
This Ordinance having been submitted in writing and was then submitted to a vote as a whole, the vote thereon being as follows:
AYES: Harvey, Ezernack, Woods, Marshall & Dawson
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on the 10th day of May 2022.
