The following Ordinance was offered by Mrs. Dawson , who moved for its adoption and was seconded by Ms. Woods :
AN ORDINANCE ADOPTING AND AMENDING THE ZONING MAP FOR THE CITY OF MONROE, LOUISIANA

WHEREAS, the City Council of the City of Monroe has held its Public Hearing with respect to the following proposed Zoning Map Amendment, to-wit:
An amendment to the Zoning Map to rezone a ±10-acre tract of land presently located in Ouachita Parish from B-3, General Business/Commercial District to B-4, Heavy Commercial District to allow the applicant to operate a drive-in theatre and other outdoor commercial, recreational activities, and is more particularly described as follows:
1101, 1201, 1203 and 1205 Louisville Avenue
APPLICANT: Stephen Carroll (MA 105-20)
WHEREAS, the City Council has further considered the report of the Monroe Planning Commission recommending approval, on a 5-0-1 vote. The applicant wishes to develop this property as a drive-in theaters and other outdoor commercial, recreational activities. The B-4, Heavy Commercial District is the appropriate zoning district for outdoor commercial recreational activities;
WHEREAS, the Planning Commission has decided to add two (2) conditions to the approval of the rezoning;
- 1. The privacy screening be installed around the entire perimeter of the property.
- 2. The zoning will revert back to B-3, General Business/Commercial, if the use does not remain “outdoor recreational activity.
NOW, THEREFORE:
BE IT ORDAINED by the City Council of the City of Monroe, Louisiana in legal session convened that the Zoning Map of the City of Monroe and the boundaries thereof which map is described in Section 37-34 of the City of Monroe Comprehensive Zoning Ordinance and which map shown the Zoning Districts and Boundaries thereof, be and the same are hereby amended to rezone the ±10 acres previously described to B-4, Heavy Commercial District, as shown on the map which is attached hereto and made a part thereof and which is adopted as the new Zoning Map of the City of Monroe.
This ordinance was INTRODUCED on the 13th day of October, 2020.
NOTICE PUBLISHED on the 16th, 19th & 21st day of October , 2020.
This Ordinance having been submitted in writing, introduced and published was then submitted to a final vote, the vote thereon being as follows:
AYES: Harvey, Ezernack, Woods, Marshall & Dawson
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on the 27th day of October , 2020.
