EMERGENCY ORDINANCE
STATE OF LOUISIANA NO. 11,990
CITY OF MONROE
The following Ordinance was introduced by Mrs. Ezernack who moved for its adoption and was seconded by Mr. Wilson :
AN ORDINANCE DECLARING THAT THE COVID-19 PANDEMIC IS AN EMERGENCY NECESSITATING THE IMMEDIATE WAIVER OF BUS FARES AND FURTHER PROVIDING WITH RESPECT THERETO:
WHEREAS, on March 16, 2020, the U.S. Department of Homeland Security, Cybersecurity and Infrastructure Security Agency (CISA) issued its Memorandum on Identification of “Essential Critical Infrastructure Workers during COVID-19 Response” identifying essential critical infrastructure industries, including the “Mass Transit” industry, for the purpose of the declared COVID-19 state of emergency period, which mandated the transit industry to continue operations; and
WHEREAS, Governor John Bel Edwards declared a state of emergency that required transit agencies to abide by the CISA mandate; and
WHEREAS, in order to protect the health and safety of our community and operators during this COVID-19 pandemic, the City will temporarily waive bus fares until Governor Edwards declares the state of emergency has ended upon which time the normal bus fares will be collected;
WHEREAS, by waiving bus fares, passengers will be able to enter and exit from the rear door and reduce interactions between customers and operators, increasing social distancing;
NOW, THEREFORE, BE IT ORDAINEDby the City Council of the City of Monroe, Louisiana in legal session convened, that due to the state of emergency declared by Governor Edwards, the City may temporarily waive bus fares until Governor Edwards declares the state of emergency has ended upon which time the normal bus fares will be collected;
This Ordinance having been submitted in writing, was then submitted to a final vote as a whole and the vote thereon being as follows:
AYES: Harvey, Ezernack, Woods, Wilson & Clark- on conf. call
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on the 14th day of April , 2020.
