The following Ordinance was offered by Mr. Clark who moved for its adoption and was seconded by Ms. Woods :
Amendment to Chapter 37, Zoning, of the Code of the City of Monroe, Article II Definitions and Rules of Interpretation, Section 37-21 Definitions, Article III Use Districts, Section 37-36 Residential Use District, Table 3.1 Residential Districts Permitted and Conditional Uses , and Article IV, Section37-63 Planned Unit Development/Planned Manufacture Home Communities to amend the definition of mobile homes, to allow mobile homes that are single wide and no older than ten (10) years in Planned Manufactured Home Communities ONLY and to add Planned Manufactures Home Communities as a use in the RMH, Manufactured Home District.
WHEREAS, the City Council of the City of Monroe has this date held its Public Hearing with respect to the following proposed amendment to Chapter 37, Zoning, of the Code of the City of Monroe, Article II Definitions and Rules of Interpretation, Section 37-21 Definitions, Article III Use Districts, Section 37-36 Residential Use District, Table 3.1 Residential Districts Permitted and Conditional Uses, and Article IV, Section 37-63 Planned Unit Development/Planned Manufacture Home Communities to amend the definition of mobile homes, to allow mobile homes that are single wide and no older than ten (10) years in Planned Manufactured Home Communities ONLY and to add Planned Manufactures Home Communities as a use in the RMH, Manufactured Home District.
The applicant is requesting to amend Chapter 37, Zoning, Article II Definitions and Rules of Interpretation, Section 37-21 Definitions, Article III, Use Districts, Section 37-36 Residential Use Districts, Table 3.1 Residential Districts Permitted and Conditional Uses, and Article IV Planned Unit Development/Planned Manufactured Home Communities to amend the definition of mobile homes; to allow mobile homes, single wide and no older than ten (10) years, in Planned Manufactured Home Communities and to add Planned Manufacture Home Communities in the RMH, Manufacture Home District as a use by right.
There is a former manufactured home community that the applicant would like to rehabilitate and reopen as a planned manufactured home community. The lots within this community are “set up” for single wide units. The new ordinance allows for manufactured housing but must be double wide units. Mobile homes are defined in the ordinance but not allowed in any district. Manufactured homes are allowed in residential areas but need to be double wide and similar to stick built homes to blend into the neighborhoods. Planned manufactured home communities are a neighborhood of manufactured or mobile homes and should be allowed to be located within these communities. The definition of mobile homes will be amended to allow them to be single wide units but can be no older than ten (10) years. Mobile homes and Planned Manufactured Home Communities will be added to the residential use table as permitted uses in the RMH, Manufactured Home District. Mobile homes will be added to the Planned Manufactured Home Community section of the ordinance to stipulate that mobile or manufactures homes may be single wide units within these communities.

WHEREAS, the City Council has further considered the recommendation of the Monroe Planning Commission recommending approval, on a 3-0-1 vote, and that the above stated Sections of the Code of the City of Monroe should be amended.
NOW, THEREFORE;
BE IT ORDAINED, by the City Council of the City of Monroe, Louisiana, in legal session convened, that Chapter 37, Zoning, of the Zoning Ordinance of the City of Monroe, Louisiana be and it is amended as follows:

ARTICLE II DEFINITION AND RULES OF INTERPRETATION
SECTION 37-21 DEFINITIONS
Mobile Home - Prefabricated trailer-type housing units that are semi-permanently attached to land, either the owner's fee land or leasehold. A mobile home is a moveable or portable structure designed and constructed on its own chassis and intended for connection to utilities for year-round occupancy as a dwelling. Any dwelling unit that qualifies as a manufactured or modular home according to the definitions herein is not considered a mobile home. Furthermore, a travel trailer is not considered a mobile home. Mobile homes may be single wide, no older that ten (10) years and ONLY in a planned manufacture home community.

SECTION 37-63 PLANNED MANUFACTURED HOME COMMUNITIES
(9) Mobile homes may be single wide but no more than ten (10) years and ONLY located in a Planned Manufactured Home Community.
