EMERGENCY ORDINANCE

 

STATE OF LOUISIANA

 

CITY OF MONROE                                                                        NO. 12,129                

 

            The following Ordinance was introduced by Mr.  Harvey                        who moved for its adoption and was seconded by Ms.  Woods                       :

 

AN ORDINANCE DECLARING THE CONDITION OF PRIMARY CLARIFIER NO. 3 AT THE WATER POLLUTION CONTROL CENTER AN EMERGENCY NECESSITATING IMMEDIATE REPAIR AND FURTHER PROVIDING WITH RESPECT THERETO.

 

            WHEREAS, Primary Clarifier No. 3 at the Water Pollution Control Center is in need of emergency repair work;

 

            WHEREAS, Primary Clarifier No. 3 is the largest of three primary clarifiers at the Water Pollution Control Center and provides services for half of the WPCC’s capacity for filtering wastewater and concentrated particles;

 

            WHEREAS, a sinkhole developed just outside the west wall of Primary Clarifier No. 3, and after excavation and exploration, the City discovered that the condition of the pipeline that connects to Primary Clarifier No. 3 is in need of immediate repair and/or replacement such that Primary Clarifier No. 3 is currently inoperable;

 

            WHEREAS, this is a critical emergency because the ongoing reduction in capacity will reduce the treatment capability of the WPCC, increase the likelihood of detrimental sanitary sewer overflows at the WPCC in events of increased inflow and infiltration into the system, and will become more difficult to repair as the rainy season approaches; and

 

            WHEREAS, funds are available through the Sewer Division’s Repair and Maintenance and/or the WPCC account.

 

            NOW, THEREFORE BE IT ORDAINED, by the City Council of the City of Monroe, Louisiana, in legal session convened, that the condition of Clarifier No. 3 is hereby declared an emergency.

 

            BE IT FURTHER ORDAINED, that such emergency repairs as are necessary to repair Clarifier No. 3 are hereby authorized and approved and Stacey Rowell, the Director of Administration, is authorized to enter such contracts or task orders as may be necessary to complete the project.

 

            This Ordinance having been submitted in writing and was then submitted to a vote as a whole, the vote thereon being as follows:

 

            AYES:            Harvey, Ezernack, Woods, Marshall & Dawson

            NAYS:            None.

            ABSENT:      None.

 

            And the Ordinance was declared ADOPTED on the  26th     day of July 2022.
